MINUTES OF THE ANNUAL COMMON COUNCIL MEETING

APRIL 15, 2008, 6:00 P.M.

CITY HALL, 710 HWY 35 SOUTH


CALL TO ORDER

Councilman Arnie Carlson called the Annual Meeting of the City of St. Croix Falls Common Council to order on Tuesday, April 15, 2008 at 6:09 p.m. Roll call: Councilperson Arnie Carlson was present, Councilpersons Elect Debra Kravig and Paul Kuhlmann were present. Council Person Brian Blesi was absent. Also present: Administrator Ed Emerson, Clerk Bonita Leggitt, the public and the press. All joined in the salute to the flag.


NEW BUSINESS

Swearing in of Darrell Anderson as Mayor

Darrell Anderson was sworn in as Mayor by the City Clerk.


Swearing in of Debra Kravig as District I Council Person

Debra Kravig was sworn in as District I Councilperson by the City Clerk.


Swearing in of Paul Kuhlmann as District II Council Person

Paul Kuhlmann was sworn in as District II Council Person by the City Clerk.


Selection of Council President and Vice President

Debra Kravig moved to nominate Brian Blesi as Council President, second by Arnie Carlson, voice vote, motion passed.

Paul Kuhlmann moved to nominate Arnie Carlson as Council President, second by Debra Kravig, voice vote, motion passed.


Selection of Council Representatives to Committees

Arnie Carlson moved to nominate Brian Blesi to the Administrative Review Board, second by Paul Kuhlmann, voice vote, motion passed.

Debra Kravig moved to nominated Arnie Carlson to the Plan Commission, second by Paul Kuhlmann, voice vote, motion passed.

Arnie Carlson moved to nominate Debra Kravig to the Library Board, second by Paul Kuhlmann, voice vote, motion passed.

Arnie Carlson moved to nominate Brian Blesi to the Park & Rec Committee, second by Debra Kravig, voice vote, motion passed.

Arnie Carlson moved to nominate Debra Kravig to the Cemetery Board, second by Paul Kuhlmann, voice vote, motion passed.

Arnie Carlson moved to nominate Paul Kuhlmann to the Cemetery Board, second by Debra Kravig, voice vote, motion passed.

Debra Kravig moved to nominate Brian Blesi to the Revolving Loan Fund Committee, second by Arnie Carlson, voice vote, motion passed.

Arnie Carlson moved to nominate Paul Kuhlmann and Brian Blesi to the Community Development Authority, second by Debra Kravig, voice vote, motion passed.

Arnie Carlson moved to nominate Brian Blesi to the Deer Management Committee, second by Paul Kuhlmann, voice vote, motion passed.

Arnie Carlson moved to nominate Debra Kravig to the Historic Preservation Committee, second by Paul Kuhlmann, voice vote, motion passed.


Appointment of Municipal Court Attorney

Arnie Carlson moved to retain the services of Kathy Gionis as Municipal Court Attorney, second by Paul Kuhlmann, voice vote, motion passed.


Appointments to Commissions, Boards, and Committees

Mayor Darrell Anderson submitted the following appointments.

Plan Commission: Donald Anderson and Dan Meyers; Board of Zoning Appeals: Ken Coutier, Donald Anderson and Vern Everson as Alternate; Library Board: Carole Martins and Virginia Zoncki-Bonker; Police Committee: Ron Hermanson; Parks & Rec: Amy Klein, Cindy Collins, and Greg Jacobs; BID Board: Steven McCormack, Steven Bont and Mary Anderson; Revolving Loan Fund: Karen Sciacca, Steve Swanson and Mayor Darrell Anderson; Community Development Authority: Ann Adams and John Brown; Deer Management: Greg Ward, Karen Wondra and Lee Uhrhammer; Arts Advisory: Kim Murphy; Historic Preservation: Mike Rupp and Kim Murphy.

Arnie Carlson moved to confirm the Mayoral appointments with the addition of nominating Debra Kravig to the Arts Advisory Board, second by Paul Kuhlmann, voice vote, motion passed.


Designation of Official City Newspaper for Coming Year

The City received 3 bids for publishing for the coming year, the Ledger Publications submitted a bid of $4.50 per column inch, the Inter-County Leader submitted a bid of $4.35 per column inch, and the Osceola Sun submitted a bid of $3.75 per column inch. Debra Kravig pointed out that the Inter-County Leader has an on-line presence and that many people access information only via the internet.

Debra Kravig moved to designate the Inter-County Leader as the Official City Newspaper for the coming year, second by Paul Kuhlmann, voice vote, motion passed.
