MINUTES OF THE REGULAR COMMON COUNCIL MEETING

OCTOBER 29, 2007, 7:00 P.M.

CITY HALL, 710 HWY 35 SOUTH

               

CALL TO ORDER                                       

Mayor Brad Foss called to order a regular meeting of the City of St. Croix Falls Common Council on Monday, October 29, 2007 at 7:02 p.m.  Roll call: Councilpersons Darrell Anderson, Lori Erickson, Brian Blesi and Arnie Carlson were present.  Also present: Administrator Ed Emerson, Clerk Bonita Leggitt, Attorney Brian Nodolf, Jeff Nussbaum of Cedar Corp, the public and the press. All Present joined in the salute to the flag.  

 

APPROVAL OF MINUTES

Darrell Anderson moved to approve the Minutes of the October 8, 2007 Council Meeting, second by Arnie Carlson, voice vote, motion passed.

 

REPORTS OF COMMITTEES

Lori Erickson: Cemetery Board met, need some black top to make a curb on cemetery street, people are cutting corner and hitting markers.  Library is working on capital campaign.

Brian Blesi: Park & Rec met and discussed Halloween on Moody Rd, suggested a flower bed be planted on triangle on Louisiana St, there will be a community garden meeting on Nov 15 at 7pm.

 

APPROVAL OF CLAIMS

General Fund $37,424.95, Park & Rec $700.00, Water $6,187.66, Sewer $9,397.55, Library Fund $191.27

Arnie Carlson moved to approve claims, second by Darrell Anderson, roll call vote, 4 ayes, passed.

 

OLD BUSINESS

Louisiana St Project Update

Jeff Nussbaum:  Louisiana St had markings painted last week, final edge work being done today, working on repair of side streets, Monarch is aiding in repair of side streets too.  Tallying numbers for as-built.  Requests for quotes have been sent out for asbestos removal at old Holiday Foods building.  Council discussed whether removal of florescent light fixtures should be included in bid.  Cedar met with Hospital, Xcel, and City Staff regarding State St, Xcel will be installing a temp overhead power line for the Hospital that will be put underground when State St is re-done. 

Attorney Brian Nodolf noted that we should try to complete sale of portion of Holiday building to Dr Uddin before end of year, we will need Condo Plat within 60 days to do so, also need plat survey.    

 

NEW BUSINESS

Consider Mayoral Proclamation Recognizing Marnie Meister for Bowling Skills & Declaring Marnie Meister Day

Darrell Anderson introduced Marnie Meister to the Council and provided background on her trip to China for the Special Olympics. 

Mayor Foss presented Marnie Meister with a Mayoral Proclamation recognizing Marnie Meister and declaring October 29th as Marnie Meister Day.

 

Consider Cedar Task Order for Soil Borings: State St Reconstruction Project & Award Geotechnical Bid

Jeff Nussbaum: soil boring are needed to determine depth of existing street base, soil conditions, rock, and ground water, to aid in pavement designs for re-constructing State St.  We have received three bids, the lowest bid is from Midwest Engineering for $2,800.

Lori Erickson moved to approve the bid of $2,800 by Midwest Engineering, second by Brian Blesi, roll call vote, 4 ayes, motion passed.

 

Lori Erickson moved to take Agenda Items 8c for Grease Trap Inspections and 8f for Pembers Pay Requst next, second by Darrell Anderson, voice vote, motion passed.

 

Consider Authorizing Grease Trap Inspections

Grease traps were last inspected in 2004, Council discussed whether the City could charge the business for the inspection, if there were any penalties in place, if there were any license requirements, and if the City could require self-inspection with photographic proof of compliance.

Lori Erickson moved to table Authorizing Grease Trap Inspections, second by Darrell Anderson, voice vote, motion passed.

 

Consider Pember Pay Request

It was noted that as Pembers was completing the final work on the project, that the City should wait for new cost calculations and make this a final payment on the project.

Lori Erickson moved to table Consideration of Pember’s Pay Request, second by Arnie Carlson, voice vote, motion passed.                                                                                                                                                                                                                                                                                

 

Consider Ordinance Amending Snow Removal Parking Restrictions: From 2 am to Midnight

The Street Dept has requested that the snow parking rule be changed from starting at 2 am to starting at midnight to allow the Street Dept more time to get streets cleared by morning.  It was suggested that the 2 pm time was put in place to conform with bar closing time. 

Darrell Anderson moved to adopt Ordinance #11-07, Amending Part of the Traffic Code Relating to Winter Parking Regulations, second by Lori Erickson, voice vote, Brian Blesi voted nay, motion passed.

 

Consider Approval of Operators Permits

Darrell Anderson moved to approve Operators Permits for Rona Hedrick, Ryan Telschow, Julie Bushweiler, Amy Krusell, Vanessa Kahl, Wendy Stone, Lawrence Miller, Danielle Barott, Valerie Fisk, and Tanya Holm, second by Lori Erickson, voice vote, motion passed.

 

Consider Lifting Parking Restrictions on Thompson Parkway

Mayor Foss has received complaints from the St Croix Valley Senior Center, three of their members were issued parking tickets for exceeding the 2 hour parking limit on Thompson Parkway during their fall garage sale fund raiser, the parking spots with no time limit were filled with Pember vehicles.  Any change in parking restrictions would need to be in the form of an Ordinance.  Council decided to wait and see it matters improved with completion of Louisiana St as Pember Construction would be leaving. 

 

PUBLIC COMMENTS

Brian Blesi questioned fire protection charge on water bill and reduced rate for large water consumers.  How much has Church Street been paid and what is contract amount?

Arnie Carlson: received complaint on appearance of Quest Canoe property.  What is Conflict of Interest policy for appointed and elected officials, prohibiting them doing business with the City.

Brian Blesi moved to adjourn the meeting, second by Arnie Carlson, voice vote, motion passed.  Meeting adjourned at 9:10 pm.
