MINUTES OF THE REGULAR COMMON COUNCIL MEETING

MARCH 14, 2005, 7:00 P.M.

CITY HALL, 710 HWY 35 SOUTH

 

                            

CALL TO ORDER                                       

Mayor Lee Uhrhammer called to order a regular meeting of the City of St. Croix Falls Common Council on Monday, March 14, 2005 at 7:04 p.m.  Roll call: Councilpersons Darrell Anderson, Debra Points, Bill Kersch and Dan Meyers were present.  Also present: Administrator Ed Emerson, Clerk Bonita Leggitt, Attorney John Schneider, Fire Chief Dale Anderson, Police Chief Paul Lindholm, the public and the press. All Present joined in the salute to the flag.  

 

APPROVAL OF MINUTES

Debra Points moved to approve the Minutes of the February 28, 2005 Regular Council Meeting, seconded by Dan Meyers, voice vote, motion passed. 

 

REPORTS OF CITY OFFICIALS

Police Chief Paul Lindholm presented the February Police Report to Council.

Fire Chief Dale Anderson presented the February Fire Department Report to Council

 

APPROVAL OF CLAIMS

General $61,932.00, Park & Rec. $105.00, Library $5,780.64, Water $8,537.11, Sewer $10,981.75

Darrell Anderson moved to approve claims, seconded by Debra Points, roll call vote, 4 ayes, motion passed.

 

REPORTS OF COMMITTEES, COMMISSIONS, AND BOARDS

The Minutes of the January 11, 2005 Cemetery Board Meeting were presented for Council’s information.

 

NEW BUSINESS

Consider Mayoral Appointment to Revolving Loan Fund Committee

David Danielson has resigned from the RLF Committee. 

Debra Points moved to confirm the appointment of Karen Sciacca to the Revolving Loan Fund Committee, seconded by Dan Meyers, voice vote, motion passed.

 

Review Year 2004 Building Permit Summary

There was over $5 million in construction in 2004, not including the Wal-Mart project.

 

Consider a Resolution for Agreement & Release for Boat Docks on the St Croix River

Agreements for lease of boat docks on City property were last updated in early 1990, there have been changes cense then and files need to be updated.  The proposed Resolution would establish a policy and allow for an annual 3% increase in fees, the release document is the same as used in 1990.  The Resolution, agreement, and contact information and applications for Army Corp of Engineers pier permits will be sent to current dock leaseholders. 

Darrell Anderson moved to adopt Resolution #05-09 for Agreement and Release for Boat Docks on the St Croix River way, seconded by Bill Kersch, roll call vote, 4 ayes, motion passed.

 

Consider a Resolution Covering Registration Expenses for the Gateway 201 Workshop, March 30 & 31, University of Wisconsin, River Falls

UW River Falls will be holding a Gateway Workshop the end of March with each attending team focusing on a specific area of their community, a team from the City of St Croix Falls will concentrate on the River Street Corridor.  It is proposed that the City cover the workshop costs $49.00 per person for up to 7 people from the City to attend.  A grant to cover the cost of overnight accommodations has been applied for, if denied the participants will either cover the room cost themselves or commute. 

Debra Points moved to adopt Resolution #05-10, Covering Registration for the Gateway 201 Workshop on March 30 & 31, seconded by Bill Kersch, roll call vote, 4 ayes, motion passed.

 

Consider Adoption of Park & Recreation Committee By-Laws & Procedures

The Park & Rec Committee has been endeavoring to establish a guide to work by.   They propose that committee membership be increased from 5 to 7 with 1 and 2-year terms and that meetings be at 1 pm on the third Monday of every month.  Questions brought up included whether terms should be staggered, if 7 members may be too many, would a 1 pm meeting time work for all members, should members be residents of the City, should there be a Councilperson on the committee, and how often do they need to meet?  Questions and suggested changes will be sent back to the Parks & Rec Committee.

Darrell Anderson moved to table Adoption of Park & Rec Committee By-Laws & Procedures to the March 28, 2005, Council Meeting, seconded by Debra Points, voice vote, motion passed.

 

Consider a Contract for Installation of Automated Radio Read Meters

Contract with Midwest Testing for services to install meters and radio transmitters with the addition that the contractor provide names and identification for all employees who will be working within the City, and that all said employees pass a criminal background check.

Dan Meyers moved to approve the contract with Midwest Testing with the addition of item 9 for background checks, seconded by Darrell Anderson, roll call vote, 4 ayes, motion passed.

 

Review Silent Sports Article: SCF City of Trails & June 4th National Trail Days

Buz Swerkstrom’s article about trails in St Croix Falls that was published in Silent Sports is good publicity for the City.  A 10 best trails brochure is being created to be released in conjunction with National Trails Day on June 4, 2005, in addition there will be a 5k-race event. 

 

MISCELLANEOUS BUSINESS

Mayor Uhrhammer: the Wisconsin Historic Preservation Review Board will be considering nominating the Baker Land & Title Building (Cushing Land Agency Building) to the Wisconsin State Register of Historic Places and the National Register of Historic Places at a meeting on April 15th in Madison.

Debra Points: the St Croix Falls Library held a workshop for teachers that was attended by about 98 teachers, participants were shown what resources are now available at the Library.
