MINUTES OF THE ANNUAL COMMON COUNCIL MEETING

APRIL 18, 2006, 6:00 P.M.

CALL TO ORDER                                       

Council President Debra Points called to order the Annual Meeting of the City of St. Croix Falls Common Council on Tuesday, April 18, 2006 at 6 p.m.  Roll call: Councilpersons Darrell Anderson, Jon Cermin and Debra Points present.  Also present: Administrator Ed Emerson, Clerk Bonita Leggitt, the public and the press. All Present joined in the salute to the flag. 

 

APPROVAL OF CLAIMS

General $76,417.70, Park & Rec. $3,600.00, Library $1,648.84, Water $1,060.05, Sewer $3,823.96

Jon Cermin moved to approve claims, second by Debra Points, roll call vote, 3 ayes, motion passed.

 

NEW BUSINESS

Presentation of Certificate of Appreciation to Lee Uhrhammer

Darrell Anderson read a Certificate expressing the City’s appreciation to Lee Uhrhammer for his four years of service to the City as Mayor and will be delivering the Certificate to Lee Uhrhammer. 

 

Swearing in of Brad Foss as Mayor

Brad Foss was sworn in as Mayor by City Clerk Bonita Leggitt.

Brad Foss: I will be asking the Common Council’s approval in the creation of new committees, will work to gain an understanding of the City Budget, believes that we should seek outside legal services, and that projects over $15,000 should be bid out according to State Statutes, including engineering services.

 

Swearing in of Darrell Anderson as District I Alderperson

Darrell Anderson was sworn in as District I Alderperson by City Clerk Bonita Leggitt.   

 

Swearing in of Bill Kersch as District II Alderperson

Bill Kersch did not sign the Oath of Office, creating a vacancy in District II for Alderperson.   

 

Appointment of Council President

Darrell Anderson moved to appoint Debra Points as Council President, second by Jon Cermin, voice vote, motion passed.

 

Appointment of Council Vice President

Jon Cermin moved to appoint Darrell Anderson as Council Vice President, second by Debra Points, voice vote, motion passed.

 

Appointment of Councilperson to Library Board

Jon Cermin moved to appoint Debra Points to the Library Board, second by Darrell Anderson, voice vote, motion passed.

 

Appointment of Councilperson to Administrative Review Appeals Board

Jon Cermin moved to appoint Darrell Anderson to the Administrative Review Appeals Board, second by Debra Points, voice vote, motion passed.

 

Appointment of Councilpersons to Cemetery Board

Darrell Anderson moved to appoint Jon Cermin and Debra Points to the Cemetery Board, second by Jon Cermin, voice vote, motion passed.

 

Appointment of City Attorney

Debra Points moved to appoint Scott Cox and John Behling of Weld, Riley, Prenn, and Ricci, as primary ands back up Attorneys for the City, second by Darrell Anderson, voice vote, motion passed.

Jon Cermin moved to appoint Kathy Gionis, with John Schneider’s aid during period of scheduling conflicts, as St Croix Falls Municipal Court Attorney, second by Debra Points, voice vote, motion passed.

 

Appointments to Plan Commission

Debra Points moved to confirm the appointments of Jon Cermin, Michael Seversen, and Warren White to the Plan Commission, second by Darrell Anderson, voice vote, motion passed.

 

Appointments to Board of Zoning Appeals

Jon Cermin moved to table appointments to the Board of Zoning Appeals, second by Debra Points, roll call vote, motion passed.

 

Appointments to Library Board

Jon Cermin moved to approve the appointments of Mary Nichols and Adriane Gyllen to the Library Board, second by Darrell Anderson, voice vote, motion passed.

 

Appointment to Police Committee

Darrell Anderson moved to confirm the appointment of Brian Adams to the Police Commission, second by Jon Cermin, voice vote, motion passed.

 

Appointments to Parks and Recreation Committee

Debra Points moved to table the appointments to the Parks and Recreation Committee, second by Jon Cermin, voice vote, motion passed.

 

Appointments to Business Improvement District

Jon Cermin moved to table appointments to the Business Improvement District, second by Debra Points, voice vote, motion passed.

 

Appointments to the Revolving Loan Fund Committee

Jon Cermin moved to table appointments to the Revolving Loan Fund Committee, second by Debra Points, voice vote, motion passed.

 

Appointments to the Community Development Authority

Debra Points moved to confirm the appointments of William Sheehan, Jon Cermin, and Darrell Anderson to the Community Development Authority, second by Jon Cermin, voice vote, motion passed.

 

Appointments to the Façade Design and City Improvements Review Committee

Debra Points moved to table appointments to the Façade Design and City Improvements Review Committee, second by Jon Cermin, voice vote, motion passed.

 

Designation of Official City Newspaper for Coming Year

The City received bids for publishing from the Inter-County Leader and from Ledger Publications, Ledger Publications submitted the lowest bid.

Darrell Anderson moved to accept the bid and designate the Ledger Publications as the Official Newspaper for the coming year, second by Debra Points, voice vote, motion passed.

 

OTHER BUSINESS

The last Regular Council Meeting falls on Memorial Day, it was the consensus of the Council to re-schedule the last regular Council in May to Monday, May 22, 2006.

Jon Cermin inquired into the possibility of adding a fifth Councilperson; it would facilitate having a quorum at Council Meetings and ease restrictions on possible negative quorums if two Council people were to unexpectedly attend the same committee meeting.

Debra Points moved to adjourn the meeting, second by Jon Cermin, voice vote, motion passed.  Meeting adjourned at 9:30 pm.
