MINUTES OF THE REGULAR COMMON COUNCIL MEETING

MAY 26, 2005, 7:00 P.M.

CALL TO ORDER                                       

Mayor Lee Uhrhammer called to order a regular meeting of the City of St. Croix Falls Common Council on Thursday, May 26, 2005 at 7:01 p.m.  Roll call: Councilpersons Darrell Anderson, Bill Kersch, Debra Points and Jon Cermin were present.  Also present: Administrator Ed Emerson, Clerk Bonita Leggitt, Attorney John Schneider, Treasurer Jamie Carlson, Police Chief Paul Lindholm, Chris Strom and Patrick Beilfuss of Cedar Corp, the public and the press. All Present joined in the salute to the flag.  

 

APPROVAL OF MINUTES

Debra Points moved to approve the Minutes of the May 10, 2005 Regular Council Meeting, seconded by Bill Kersch, voice vote, motion passed.

 

REPORTS OF COMMITTEES, COMMISSSIONS AND BOARDS

The May 17, 2005 Plan Commission Meeting Minutes were presented for Councils’ information.

 

APPROVAL OF CLAIMS

General Fund $21,245.01, Park & Rec. $1,469.00, Water $11,823.87, Sewer $4,300.69

Darrell Anderson moved to approve claims as listed, seconded by Jon Cermin, roll call vote, 4 ayes, motion passed.

 

NEW BUSINESS

Consider a Resolution Authorizing Ehlers & Associates, Inc. to Solicit Bids in an Amount Not to Exceed $1,975,000 Special Assessment “B” Bonds, Series 2005 of the City of St Croix Falls, Polk Co. Wisconsin

Wilberg Blvd project has been bid out and by utilizing B Bonds to fund the project the debt incurred does not count towards the City’s General Obligation debt limit.  B Bonds are revenue bonds that are paid through special assessments applied to the benefiting properties served by the project.  The assessments, and the B Bonds, will be for a term of 5 years.  An amended Final Resolution for Assessments to update the project costs may be needed and waivers of the 90-day period to appeal the special assessments and letters of credit from each of benefiting property owners are needed for issuing the B Bonds quickly.

Jon Cermin moved to adopt Resolution #05-16, Authorizing Ehlers 7 Associates Inc to Solicit Bids in an Amount not to Exceed $1,975,000 Special Assessment “B” Bonds, Series 2005 of the City of St Croix Falls, seconded by Bill Kersch, roll call vote, 4 ayes, motion passed. 

 

Bill Kersch moved to bring Agenda Items 8h and 8i to the front of the agenda, seconded by Jon Cermin, voice vote, motion passed.

 

Consider ‘Run to the Mountain Race Proposal’ for Traffic Control Suport for July 16, 2005

Final Stretch Inc is promoting a race Wannigan Days weekend and has requested that no parking signs be placed along the west side of main street, this is a problem with venders coming into town to setup for Wannigan Days.  Police Paul Lindholm recommended that the race be permitted with Police Officers aid to escort runners through main street without use of no parking signs.

Debra Points moved to support the “Run to the Mountain Race” with traffic control but not to put up no parking signs, seconded by Jon Cermin, roll call vote, 4 ayes, motion passed.

 

Consider Request of Wayne Minnick, St Croix Tavern, to Close Portion of State St and Allowing for Outdoor Music, Wannigan Days, July 16, 2005                   

Wayne Minnick and Kathleen Cross have requested that State St be blocked off from Adams St to Washington St on July 16th for Wannigan Days.  They are also requesting that customers be able to carry drinks on the street and or alleyway Wannigan Days weekend and have outside music.   Police Chief Lindholm noted that State St has been closed off after the Wannigan Days Parade for the past several years, barricades are put up shortly before the parade, alcoholic beverages should be kept within barricaded areas, and that most of the alley would be blocked off.

Darrell Anderson moved to allow closing of State St, music, and alcohol in barricaded areas for Wannigan Days, seconded by Debra Points, voice vote, motion passed.

 

Consider Approval of Park & Recreation Committee 2005 Projects

Amy Klein, Park & Rec Committee: 2005 project recommendations include Phase II improvements to White Pine Park of a pavilion, berming, shade trees, boulder placement, picnic tables, grills, and benches for an estimated cost of $18,000.   Bids were received from: St Croix Valley Landscaping for $9,661.07 which did not include a pavilion, River Valley Landscaping for $13,350.00, and J & S General Contracting for $14,574.00.  River Valley’s bid was for a larger pavilion than J & S’s bid, and none of the bids included placement of boulders.  Proposed improvements to Tower Park consist adding playground equipment appropriate for 2 to 5 year olds such as climbing apparatus, springers, sand box, benches, and possibly a fence, for an estimated cost of $13,000. 

Bill Kersch: Committee should expand and look at other parks in need of improvements as well.

Mayor Uhrhammer: green space doesn’t have to be a maintained park, can be naturally aesthetic.  City has 8 x 8’s of lumber left over from the overlook deck that could be utilized in construction of pavilion and could look into a steel roof instead of shingled roof to reduce costs. 

Darrell Anderson questioned if Park Funds were being set aside for future maintenance of all parks.

It was noted that there is about $29,000 in Park and Rec Fees available at this time and that improvements would be done as funds allow.

Bill Kersch moved to approve and 2005 Proposed Projects, with note to expand vision, for a cost not to exceed $18,000 for White Pine Park and not to exceed $13,000 for Tower Park, seconded by Jon Cermin, roll call vote, 4 ayes, motion passed.

 

Presentation of Mayoral Proclamation Recognizing Sarah Lund as 2005 Girl Scoot Award Recipient

Mayor Uhrhammer presented Sarah Lund with a Certificate of Achievement in recognition of her earning a 2005 Girl Scout Gold Award.  Sarah Lund created a website to aid volunteers in locating places and facilities in need of aid

 

Consider Purchase of ArcView 3.3 Mapping Software & Presentation

Patrick Beilfuss of Cedar Corp demonstrated the features of ArcView 3.3 mapping software, it would allow the City to associate PID #s, legal descriptions, taxes, utilities, photos, and other information with individual mapped parcels and can also overlay aerial contour photos over selected map sections.  The program would cost the City $950 plus a $15 shipping fee per computer; it is proposed to install the software on one computer at City Hall at this time.  Cedar Corp can provide support for the software making it unnecessary to purchase a support package.

Jon Cermin moved to authorize the purchase of ArcView 3.3 mapping software for $950 plus $15 shipping, seconded by Bill Kersch, roll call vote, 4 ayes, motion passed. 

 

Consider an Ordinance Zoning 9.1 Acre Annexed Parcel on the Corner of 208th and 125th Streets as R1, Single Family Residential

The Plan Commission held a Public Hearing on May 17th, and recommends that the 9.1-acre annexed parcel located on the corner of 208th St and 125th St be zoned R1, Single Family Residential.

Debra Points moved to adopt Ordinance #03-05, Zoning 9.1 acres of annexed land located on the corner of 208th and 125th St as R1, Single Family Residential, seconded by Jon Cermin, roll call vote, 4 ayes, motion passed. 

 

Consider a Resolution Approving the 125th Street Neighborhood Preliminary Plat with Conditions

The Plan Commission has recommended the approval of the Preliminary Plat for 125th Street Neighborhood with conditions listed in the Resolution.  It was noted that the City’s R1 Zoning Code is going to be reviewed and possibly amended in regards to garage setbacks and that if amended the Developer of this Plat could follow new code guidelines.

Debra Points moved to adopt Resolution #05-17, Approving the 125th St Neighborhood Preliminary Plat with Conditions, seconded by Bill Kersch, voice vote, motion passed.

 

Consider a Developers Agreement Between the City of St Croix Falls and National Builders for the 125th Street Neighborhood Project

Developers Agreement for the 125th St Neighborhood covers the basic requirements for liability insurance and the specifics of agreed upon conditions of the proposed development, including the deeding of the Maple Drive bluff area to the City.

Jon Cermin moved to accept the Developers Agreement, seconded by Debra Points, voice vote, motion passed.

 

Consider Authorization to Allow for More Than One Principal Building on a Plotted Lot – Jerry Baillargeon, Storage Sheds, 208th Street

Jerry Baillargeon: property currently has two storage building, requesting approval to construct 2 more storage buildings on the property.  City Code requires Council approval for more than one principal building on a lot.  Polk Co. and the Town of St Croix Falls had approved the plan prior to the property being annexed into the City.

Darrell Anderson moved to authorize the addition of 2 more storage buildings on a lot at 208th St, seconded by Jon Cermin, voice vote, motion passed.

 

COMMUNICAITONS AND MISCELLANEOUS BUSINESS

Mayor Uhrhammer: Strauss Knitting has completed installation of a pre-treatment facility, a “wet test” will be conducted in June and will tell results.  City of Trails Celebration is coming up June 4th.
