CITY OF ST CROIX FALLS
MINUTES OF THE REGULAR COMMON COUNCIL MEETING
JUNE 23, 2008, 7:00 P.M.
CITY HALL, 710 HWY 35 SOUTH
Mayor Darrell Anderson called a regular meeting of the City of St. Croix Falls Common Council to order on Monday, June 23, 2008 at 7:00 p.m. Roll call: Councilpersons Debra Kravig, Arnie Carlson, Brian Blesi, and Paul Kuhlmann were present. Also present: Administrator Ed Emerson, Clerk Bonita Leggitt, the public and the press. All joined in the salute to the flag.
Debra Kravig moved to approve the Minutes of the June 9, 2008 Council Meeting, second by Brian Blesi, voice vote, motion passed.
REPORTS OF COMMITTEES
Arnie Carlson: the Joint Planning Committee meets next on June 25th at 6pm at the Town Hall.
General Fund $16,904.91, Library Building Fund $5,188.00, TIF Fund $309.22, Water Fund $19,068.49, Sewer Fund $10,132.71
Brian Blesi felt that Sutton & Ass had not met expectations regarding the drafting and adoption of a new lease for Festival Theatre and that we should not be paying final invoice.
Brian Blesi moved to approve claims with exception of Sutton & Ass, second by Paul Kuhlmann, roll call vote, 4 ayes, motion passed.
NEW BUSINESS
Consider Approval of 2008 Lions Club Tug of War, Wannigan Days
Paul Gilbert of the St Croix Falls Lions’ Club was present to invite and challenge the St Croix Falls City Council to participate in the second annual Lions’ Club Tug of War across the river. The event will be held on July 19th with teams from both sides of the river competing. The traveling trophy will go to the either the City of St Croix Falls or the City of Taylors Falls depending on which state wins the most pulls.
Consider Mayoral Proclamation Recognizing Local Olympian Megan Kelmoe
Mayor Darrell Anderson presented Dean and William Kelmoe with a Proclamation declaring August 8, 2008 as Megan Kelmoe Day in recognition of her making the US Olympic Team for Rowing.
Consider Proclamation Celebrating Good Samaritan 40th Anniversary
Mayor Darrell Anderson presented Wade Reddy a Proclamation declaring June 30 through July 5 as Good Samaritan Week in honor of the facility’s 40th Anniversary.
Consider 2007 Audit Report: City Auditor
Steve Scheidler, City Auditor: reviewed preliminary audit numbers, and status of 2007 Budget. The General Fund balance as of Jan 1, 2007 was $966,296 and as of Dec 31, 2007 it was $1,190,264. The Water Utility Accounts are ok. The Sewer Utility operations accounts are running at a loss, sewer rates should be reviewed.
Consider Approval of Operators Permits and Alcohol Licenses
Brian Blesi moved to approve Resolution #08-12, approving Alcohol Licenses, second by Arnie Carlson, voice vote, motion passed.
Arnie Carlson moved to approve Operators’ Licenses as listed, second by Brian Blesi, voice vote, motion passed.
Consider Independent Contractor Agreement: City Marketing Director
Melanie Nelson is the new City Marketing Director, she will be working under the direction of the Tourism Committee, the Independent Contractor Agreement is for a two year term.
Councilman Brian Blesi suggested that the Tourism Committee and Melanie Nelson look at hosting a “Crew Regatta” as a post Olympic event either in the late summer or early fall.
Paul Kuhlmann moved to approve the Independent Contractor Agreement, second by Brian Blesi, voice vote, motion passed.
Update on City Projects: Library & State Street
A1 Excavating started work on State Street today, June 23rd, they have requested permission to work longer days during good weather, they have been granted permission to work late into the day but not earlier in the morning.
Consider Authorizing Code Enforcement of City Nuisance Property
The City has a Nuisance Codes in place for junk vehicles, weed control and mowing of grass and other junk in public view, letters will be sent to those property owners who are found to be in violation of the Nuisance Codes. Property owners receiving such letters will have a 5 day window to address problem, including contacting the City if there are extenuating circumstances.
