MINUTES OF THE REGULAR COMMON COUNCIL MEETING

JUNE 9, 2008, 7:00 P.M.

CITY HALL, 710 HWY 35 SOUTH


CALL TO ORDER

Mayor Darrell Anderson called a regular meeting of the City of St. Croix Falls Common Council to order on Monday, June 9, 2008 at 7:00 p.m. Roll call: Councilpersons Debra Kravig, Brian Blesi, Paul Kuhlmann and Arnie Carlson were present. Also present: Administrator Ed Emerson, Clerk Bonita Leggitt, Police Chief Jack Rydeen, Fire Chief Wade Sommer, WWTP Operator Mike Bryant, the public and the press. All joined in the salute to the flag.

APPROVAL OF MINUTES

Brian Blesi moved to approve the Minutes of the May 27, 2008 Regular Council Meeting, second by Paul Kuhlman, voice vote, motion passed.


REPORTS OF PUBLIC OFFICIALS

Police Chief Jack Rydeen presented the May 2008 Police Report.

Fire Chief Wade Sommer presented the May 2008 Fire Dept Report.


REPORTS OF COMMITTEES

Paul Kuhlmann: 55 people attended the geo cache event, 5k run went well, and about 50 people participated in bike race.


APPROVAL OF CLAIMS

General Fund $63,214.25, Library Fund $2,119.45, Library Building Fund $11,316.00, Debt Service $47,232.08, Park & Rec Fund $183.92, Water Fund $4,035.62, Sewer Fund $32,051.80. Debra Kravig moved to approve claims, second by Arnie Carlson, roll call vote, 4 ayes, motion passed.


OLD BUSINESS

Consider WWTP Facility Plan and set Public Hearing

Dan Greave, MSA: with rising construction costs, engineering, 10% contingency, and allowing 8% for inflation for anticipated 2010 construction, the estimated costs to re-use existing WWTP site is $8.1 million. That is approximately 2 to 5 million less than the other alternatives. Recommend that we hold a Public Hearing for the Plan Amendment prior to regular Council Meeting on July 28th.

Arnie Carlson moved to schedule the Public Hearing for 6pm on July 28, second by Paul Kuhlmann, voice vote, motion passed.


NEW BUSINESS

Consider Presentation of Wert Family Nature Preserve Work Plan

Amy Middleton of MMC Associates has been working with the City and DNR to prepare an action plan for the Wert Family Nature Preserve, the DNR established the parameters. Local decisions on management should cover trail improvements, access points, signage, deer management, and promotion of eco-tourism. The Action Plan is only a beginning, we need to develop a Management Plan, establish a Hunting Committee, coordinate volunteers, remove invasive species such as buckthorn and honeysuckle, initiate Outreach programs to spread the word, and Fundraise for ecological restorations, trail improvements, signage, and parking/access. One suggestion was that people could volunteer to aid in removal of invasive plant species to earn the right to hunt deer in the reserve. Although motorized recreational vehicles were forbidden by the DNR, vehicles and equipment for workdays are permitted.


Consider City Tourism and Marketing Strategy Ideas

Melanie Nelson is the Marketing Director, Natalie Landgreen is the GTO Director. Julie Hildebrand was introduced as one of the VISTA volunteers. Projects include Branding of City, FAM Tours, and Bus Tours. Council noted that projects and goals should be established and progress monitored.


Consider Progress Report on Day Rd Reservoir Improvements, Geothermal Test Well, State St Permitting, Bids, and Library

The DNR Permit for maintenance to the Day Rd Reservoir has been issued, the reservoir roof needs repair, and as the reservoir will need to be drained to do the work, we should do some maintenance on the interior walls at the same time. A fiberglass contractor will be needed for the job, work on the reservoir will be scheduled for fall after the summer water demand lessens.

Drilling of the test bore for geo-thermal at the future Library Plaza site will start tomorrow morning. There was a meeting with the DNR regarding the State St project, the Hospital has agreed to allow a grassy swale in their parking lot of offset the increased impervious surface of State St to satisfy the DNR concerns. The notice of award for State St has been sent to the contractor and a pre-construction meeting is scheduled for June 12. Contractor would like to start work the week of June 16th, waiting for DNR Permit to start. Bob Clark has donated four oil on canvas studies by Mary Pettis to the Library. A roof evaluation is needed for the old Holiday building; inspection would determine type of insulation and what would be needed to allow installation of skylights. It was brought up that as City owns 53% of building, we should only pay 53% of roof inspection.

Brian Blesi moved to authorize $795 as 53% of costs towards roof inspection and roof cuts, second by Arnie Carlson, roll call vote, 4 ayes, motion passed.


Consider Approval of WWTP Compliance Maintenance Annual Report

Mike Bryant presented the 2007 CMAR, plant is 20 years old and ran well in 2007. 5th graders will be touring the WWTP Wednesday morning, others welcome.

Brian Blesi moved to adopt Resolution #08-11 approving the 2007 CMAR, second by Arnie Carlson, voice vote, motion passed.


Consider Analysis of Water & Sewer Rates

The City participated in a 2007 survey of water and sewer rates in Wisconsin, 304 communities responded. With highest cost ranked as first and lowest cost ranked as 304, the City of St Croix Falls ranked at 204, below the mid range of water and sewer service charges.


Consider Resolution on River Spirit Sculpture Sales

Costs to cast bronze have increased and the initial issue price no longer covers costs.

Brian Blesi moved to adopt Resolution #08-10, Establishing River Spirit Sales Prices, excluding 10% commission for independent contractor, second by Paul Kuhlmann, roll call vote, 4 ayes, passed.


PUBLIC COMMENTS

Charlene Carlson: need to check into cost of maintenance for geo-thermal, can be expensive.

Bonita Leggitt: as there are 5 Mondays in June the next regular Council Meeting falls on June 30th, which is the date that Alcohol Licenses expire and is the Fourth of July Holiday Week, request that Council meet on June 23rd to allow time to complete and deliver license renewals before they expire. It was the consensus of the Council to reschedule the Council Meeting for June 23rd.
