CALL TO ORDER

Mayor Brad Foss called to order a regular meeting of the City of St. Croix Falls Common Council on Friday, July 12, 2006 at 6:01 p.m. Roll call: Councilpersons Darrell Anderson, Jon Cermin, and Lori Erickson were present. Also present: Administrator Ed Emerson, Clerk Bonita Leggitt, and the public. All Present joined in the salute to the flag.

APPROVAL OF MINUTES

Jon Cermin moved to approve the Minutes of the June 26, 2006 Regular Council Meeting, second by Lori Erickson, voice vote, motion passed.

PUBLIC COMMENTS

Debra Points thanked the Council for their support.

REPORTS OF CITY OFFICIALS

The June 2006 Police Report and June 2006 Fire Dept Report were presented to Councils’ information.

APPROVAL OF CLAIMS

General $30,288.55, Library $3,280.85, Water $7,319.60, Sewer $4,662.82, Park & Rec $13,191.00

Debt Service $2,573.76

Jon Cermin moved to approve claims, second by Lori Erickson, roll call vote, 3 ayes, motion passed.

NEW BUSINESS

Darrell Anderson moved to move agenda item 8f to the beginning of New Business, second by Lori Erickson, voice vote, motion passed.

Consider Appointment for City Council, Replacing District II Council Person Debra Points

Three people were interested in filling the vacant District II Alderperson position, Arnie Carlson, Tom Engel, and Resser Adams, Mayor Foss met with each and recommended Arnie Carlson.

Lori Erickson moved to appoint Arnie Carlson to fill the vacant Council position, second by Jon Cermin (with reservations), voice vote, Darrell Anderson voted nay, motion passed.

Arnie Carlson was sworn in as Alderperson for District II by City Clerk Bonita Leggitt.

Consider Authorizing Temporary Placement of Lioness Club Banner Promoting a Chicken Feed For Wannigan Days, July 15

The Lioness Club has requested permission to place a banner promoting their chicken dinner for Wannigan Days on the fence near the Overlook Deck.

Darrell Anderson moved to authorize the temporary placement of a banner for the Lioness Club, second by Jon Cermin, voice vote, motion passed.

Consider Approval of Operators Permits

Jon Cermin moved to approve Operators Permits as listed, second by Darrell Anderson, voice vote, motion passed.

Consider Application for Temporary Class B License – Chamber of Commerce Wannigan Days Festival

Jon Cermin moved to approve a Temporary Class B License for the Chamber of Commerce for July 14 to July 16 for Wannigan Days, second by Lori Erickson, voice vote, motion passed.

Consider a Resolution Defining the Initial Scope of Work for the Wastewater Treatment Plant Project Coordination Team

Letter from DNR defines role of WWTP Coordination Team, including addressing of issues with site.

Jon Cermin moved to adopt Resolution #06-24, Defining the Initial Scope of Work for the WWTP Project Coordination Team, second by Darrell Anderson, voice vote, motion passed.

Consider Pay Request #7 for McCabe Construction: Washington St and Wilberg St Projects

Lori Erickson moved to approve Pay Request #7 for McCabe Construction in the amount of $41,683.53, second by Arnie Carlson, roll call vote, 4 ayes, motion passed.
