MINUTES OF THE REGULAR COMMON COUNCIL MEETING

SEPTEMBER 12, 2005, 7:00 P.M.

CITY HALL, 710 HWY 35 SOUTH

 

                            

CALL TO ORDER                                       

Council Vice President Bill Kersch called to order a regular meeting of the City of St. Croix Falls Common Council on Monday, September 12, 2005 at 7:04 p.m.  Roll call: Councilpersons Darrell Anderson, Bill Kersch, and Jon Cermin were present.   Debra Points was absent.  Also present: Administrator Ed Emerson, Clerk Bonita Leggitt, Attorney John Schneider, Police Chief Paul Lindholm, Fire Chief Dale Anderson, Chris Strom of Cedar Corp, the public and the press. All Present joined in the salute to the flag.  

 

APPROVAL OF MINUTES

Jon Cermin moved to approve the Minutes of the August 29, 2005 Regular Council Meeting, second by Darrell Anderson, voice vote, motion passed. 

 

PUBLIC COMMENTS

Jennifer Knutson: curb, retaining wall, and railing at 131 N Madison St is in poor condition.  A chunk of the wall has fallen into the yard and blacktop and curb is breaking apart.  Water runoff coming down hillside seems to be cause of problem.  If the property owner is responsible for repairs is there any recourse, cost sharing, or aid, for repairs?  It was questioned if proposed improvements for Louisiana St would alleviate some of the runoff and whether the retaining wall supported the street. 

St Croix Lofts Dr area is dark, with public park on corner it would be a good location for a street light.    

 

REPORTS OF CITY OFFICIALS

The August 2005 Police Report was presented by Police Chief Paul Lindholm.

The August 2005 Fire Department Report was presented by Fire Chief Dale Anderson.

 

APPROVAL OF CLAIMS

General $36,507.16, Park & Rec. $370.28, Library $4,160.73, Water $2,594.84, Sewer $5,585.33  

Jon Cermin moved to approve claims, second by Bill Kersch, roll call vote, 3 ayes, 1 absent, motion passed.

 

NEW BUSINESS

Consider a Resolution Forgiving Payment of Under-billed Water Meters

 There were 6 customers found to have been under-billed when the new radio read meters were installed.  The largest and most impacted of which was the Good Samaritan Center.

Jon Cermin moved to adopt Resolution #05-33, forgiving payment of under-bill water meters, second by Darrell Anderson, roll call vote, 3 ayes, 1 absent, motion passed.  

 

Consider Authorization of Street Light at Aspen Drive & 220th Street

The City has received a quote from Polk Burnett for an electric street light at a cost not to exceed $1,500, the cost of a solar street light with a 3 hour light capacity is $3,377.  It was hoped that a solar light provider would step forward with a “deal” for installation of a first light in hopes of getting future work.  It was suggested that more providers be located and contacted before a decision is made.

Jon Cermin moved to table consideration of a street light at Aspen Dr & 220th St, second by Darrell Anderson, voice vote, motion passed.

 

Discuss Existing Code for Replacement of Curbs

Public Works Director Dennis Neva could not be present and requested that this item by tabled.

Darrell Anderson moved to table discussion of existing code for curb replacement, second by Darrell Anderson, voice vote, motion passed.

 

Consider Authorization of Wilberg Pay Request: McCabe Construction

 Jon Cermin moved to approve the pay request of McCabe Construction for work completed on Wilberg Blvd for $382,010.49, second by Bill Kersch, roll call vote, 3 ayes, 1 absent, motion passed.

 

COMMUNICATIONS AND MISCELLANEOUS BUSINESS

Jon Cermin: the St Croix Falls High School and Chamber of Commerce would like to have the Home Coming Parade on Main Street on Friday afternoon, September 30.  What would be involved and how much would the cost be?

Police Chief Paul Lindholm: would require a permit from the Wisconsin DOT, application would need to be submitted to State and include parade route plan, and a detour plan, also requires involvement of State Patrol and County Sheriff’s Dept, additional local law enforcement, resulting in overtime charges.  Area residents would need to be notified before the event as to parking restrictions during parade times, and vehicles left in way would have to be towed.  Current detour of N Washington St also complicates the matter.   An estimation of the costs will be tallied.  

Ed Emerson: the Wisconsin Dept of Revenue called, an adjustment is being allowed for new construction, this will aid our budget process.
