City Council

 
Regular monthly meetings of the City Council are on the 2nd and last Monday of the month at 7pm. Public comment, for non-agenda items, is allowable at the end of the meeting.

The City of St. Croix Falls operates under the Mayor-Council form of government.  The Mayor is elected at large in even numbered years for a two-year term.  The Council consists of two Alderpersons from each of two Districts, elected for staggered two-year terms. 

The Common Council is the policy-making or legislative part of city government, while the mayor is the chief executive officer.  The mayor, by statute, is a member of the Council, presides at its meetings and may vote in case of a tie.  The Council, through its committees, may become involved in departmental operations.  The Council has four standing committees:  Finance (a committee of the whole), Public Safety, Public Works, and Health. Three Alderpersons are on each committee.  The mayor appoints members to these committees.  The appointments are confirmed by the Council. 

The mayor also appoints, and the Council confirms, members of boards and commissions.  The Plan Commission is more established, and is recognized in statutes. 

The Business Improvement District Board, the Library Board, the Zoning Board of Appeals, the Parks and Recreation Committee and the Police Committee are more operational oriented.  Appointments are made by the mayor and confirmed by the Council. 

Residents wishing to participate in city government may desire appointment to one of these committees.  Please contact the mayor, an Alderperson, or the City Clerk for consideration.

State Statutes Section 62.11 (5) gives the Council its power:  “The council shall have the management and control of the city property, finances, highways, navigable waters, and the public service, and shall have power to act for the government and good order of the city, for its commercial benefit, and for the health, safety, and welfare of the public, and may carry out its powers by license, regulation, suppression, borrowing of money, tax levy, appropriation, fine, imprisonment, confiscation, and other necessary or convenient means.  The powers hereby conferred shall be in addition to all other grants, and shall be limited only by express language.”
